In a large bowl, mix together the oats, whole wheat flour, all-purpose flour, sugar, baking powder, and salt. In another bowl, whisk together the eggs, orange juice, milk, and oil. Add egg mixture to flour mixture, and stir to combine. Fold in cranberries.
Heat griddle and spray with nonstick spray.
Drop ¼ cup of the batter onto griddle and cook until bubbles surface, about 3 minutes. Flip and cook another 2 minutes or until bottom browns and pancake is cooked through. Repeat with remaining batter.
